Boil salty water and add macaroni into the pan. Cook until they are ready.
Meanwhile peel onion and chop it. Peel garlic and chop it as well.
Preheat the frying pan with the vegetable oil. Cook onion on the slow fire. Add minced meat and fry it as well, stirring this mass constantly.
Add salt, pepper, tomato sauce and water. Mix everything carefully and leave for several minutes.
Strain macaroni and mix them with the minced meat.
